Summary:

The U.S. Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Telephone Technician (Radio Technician)  in the Information Management Section.

Supervisory Position: No

Relocation Expenses Reimbursed: No

Duties

Radio Support 50%

Programs hand-held, mobile, and base-station VHF/UHF radios and provides end-user training to American staff and their families and Locally Engaged staff.

Troubleshoots hardware, software, and reception/transmission problems with all radio equipment.

Develops radio training materials and conducts formal training classes for American staff, their families and local staff.  Conducts one-on-one training as needed.

Installs mobile radios in vehicles and radio base stations in offices and residences, including the associated antennas and coaxial cabling and wiring.  Maintains the radio equipment at the Zanzibar Office.

Maintains batteries, chargers, and test and maintenance equipment, comprising several hundred individual items and the substantial documentation regarding equipment and frequencies.

Coordinates with the Radio/Telephone Assistant to maintain an appropriate stock of spare and replacement radios, parts, and accessories and to maintain an up-to-date inventory.  Plans for replacement and repair of defective equipment taking into account ordering and shipping times.

Telephone Support 20%

Acts as primary backup to the Radio/Telephone Supervisor.  In that capacity performs minor telephone line installations and troubleshooting and assists with residential make-readies.

IT Inventory 30%

Receives, inventories, stores and tracks all movement of IT assets in and out of the IT department. Responsible to keep all spare and not in operation unclassified IT asset/equipment until the deployment time.   Coordinates/collects information from technicians to records through scanning all items coming in and out of storage, workshops, and deployed for use. Uses the ILMS IT Asset Manager Application.

Qualifications and Evaluations

Requirements:

EXPERIENCE:  At least two years of experience in installation/repair/maintenance of radios is required.

 

Education Requirements:

 

  • Secondary School Education is required.  Minimum one-month Field Training Course in telecommunications is required.

 

Evaluations:

LANGUAGE: Good working knowledge (speaking/reading/writing) English is required. Good working knowledge (speaking/reading/writing) Kiswahili is required. (This may be tested)

Duties

Administrative duties and Events Coordination: 50%

 

  • Assists with the Letters of Requests (LORs) and Letters of Acceptance (LOA) and LOAs for the FMS cases when requested by OSC, Chief.
  • Receiving and Screening calls and visitors from host country military (TPDF) concerning Security Assistance and the Training program.
  • Coordinates and synchronizes M2M events for the Office of Security Cooperation with the TPDF Defense Foreign Relations Office.
  • Coordinates and contributes to frequent official visits to the Defense Attaché Office and Office of Security Cooperation.
  • Assist in arranging appointments and may accompany visitor to meetings with government and other officials.  Extensive knowledge provides valuable information on current events, local government insight, and regional affairs.
  • Provides interpreter service for American Officers, especially when nuance of meaning is important.
  • Receives and screens calls and visitors from the host country military concerning the Security Assistance and Training Program.  Answers inquiries on policies, routine matters, status of actions, and course availability.
  • Disseminates information only on a need to know basis.  When requested information is not available, obtains and forwards information to appropriate persons or refers callers to the proper source.  Places local and long distances calls and faxes.
  • Sets up and maintains correspondence reports and documents files.
  • Classifies and files material based upon content as well as subject and document identification.  Establishes and maintains office library of related publications, regulations and directives.  Screens files periodically and retires or destroys files no longer required.

 

     Training Coordination: 30%                                                     

 

  • Vetting/Screening all International students to ensure that prerequisites are met to include: administers the Defense Language Institute’s English Comprehensive level tests as well as the Training of English as a Foreign Language (TOEFL) and any other test for the required courses
  • Maintaining all student training records.
  • Preparation of invitational orders.
  • Prepares student biographies and academic records.
  • Prepares visa applications.
  • Coordinating and arranging travel plans.
  • Prepares and requests travel advances for students attending training.
  • Medical screening of students and dependents.
  • Conducts pre-departure briefing and debriefs students upon return to host nations to assess how valuable the training was from the students and to obtain their recommendations/views on how best to serve them under the International Military Education and Training (IMETP).
  • Downloads and Update of Standardized Training List.
  • Daily access to the Security Assistance Network (SAN) for updates on courses available and changes made to the Standard Training List (STL).
  • Works with the country program managers of the five military departments (MILDEPS) to implement the Tanzanian training requirements.
  • Inputs the courses into the Training Management System (TMS) and the web based Security Assistance Network.
  • Prepares the yearly host country’s military two-year Combined Education and Training Plan (CETP) and the Congressional Report on International Military Training (CRMIT) report of all Foreign Military Services (FMS), African Contingency and Training Assistance (ACOTA), Non-Commissioned Officer (NCO) trainings in-country.

TPDF  Course program: 20%

 

  • The Counter terrorism courses are intended to support and enhance U.S. efforts in the Global War on terrorism.
  • Establishing the Tanzanian Peoples Defense Forces Counter Terrorism educational needs, preparing and sending students for studying in the U.S. and at the George C. Marshall Center in Germany for Counter Terrorism related training.
  • Advising the Tanzanian Military of Defence (MoD) on the Counter Terrorism (CT) courses available, course pre-requisites, experience required and ranks of officers who should participate in any CT-related training.
  • Justifying why the candidates are suitable for the CT courses in the SAN web before Counter-Terrorism Fellows Program (CTFP) and AFRICOM approve the nominations, and Generating invitation Training Orders (ITOs) for CT students as required or directed by the Africa commandant Command (AFRICOM), Providing logistical support, and making payments to students in cases where the school does not have a disbursing office to pay off the students Training and Living Allowance (TLA).
  • And performing all necessary record keeping and logistics groundwork for the International Military Education Training Program.
  • Notifying the Tanzania People Defence Force (TPDF)/Military of Defence (MoD) of ACOTA training available with the approval of the Office of Security Cooperation, Chief, Preparing all the necessary vetting memorandums to the three departments namely: the Regional Security Office, Political and Consular for vetting to occur.

 

Qualifications and Evaluations

Requirements:

EXPERIENCE:  Minimum of 5 years of experience in public service in the areas of administrative management, training program administration or human resources in the securities institutions such as military, police, or guard force is required.

Education Requirements:

University degree in either Law, Political Science, Sociology, History or Economics is required.

Evaluations:

LANGUAGE: Good working Knowledge in English (reading writing and speaking) is required and Fluent (reading writing and speaking) in Kiswahili is required.

SKILLS AND ABILITIES:  Driver’s license class B and D is also required.
